{"id":98741,"date":"2022-05-31T13:48:21","date_gmt":"2022-05-31T17:48:21","guid":{"rendered":"https:\/\/www.solarpowerworldonline.com\/?p=98741"},"modified":"2022-06-21T12:14:04","modified_gmt":"2022-06-21T16:14:04","slug":"maryland-community-solar-legislation-low-income-brownfield","status":"publish","type":"post","link":"https:\/\/www.solarpowerworldonline.com\/2022\/05\/maryland-community-solar-legislation-low-income-brownfield\/","title":{"rendered":"Maryland legislation would incentivize low-income community solar, increase net-metering cap"},"content":{"rendered":"<div id=\"attachment_97677\" style=\"width: 510px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-97677\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-97677 size-medium\" src=\"https:\/\/www.solarpowerworldonline.com\/wp-content\/uploads\/2022\/02\/nexamp-community-solar-500x325.jpg\" alt=\"\" width=\"500\" height=\"325\" srcset=\"https:\/\/www.solarpowerworldonline.com\/wp-content\/uploads\/2022\/02\/nexamp-community-solar-500x325.jpg 500w, https:\/\/www.solarpowerworldonline.com\/wp-content\/uploads\/2022\/02\/nexamp-community-solar-368x238.jpg 368w, https:\/\/www.solarpowerworldonline.com\/wp-content\/uploads\/2022\/02\/nexamp-community-solar.jpg 770w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><p id=\"caption-attachment-97677\" class=\"wp-caption-text\">A Nexamp community solar project<\/p><\/div>\n<p>Together with the community solar industry, environmental and low-income advocates today cheered the finalization of legislation in Maryland that will improve the state\u2019s clean energy economy while increasing access to solar energy for underserved communities. <a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/hb1039\">HB 1039<\/a> will incentivize the development of community solar projects that serve low-income communities as well as project development on contaminated lands and rooftops. <a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/hb0440?ys=2022RS\">HB 440<\/a> will expand the permitted net-metered projects from 2 MW to 5 MW, reduce the land requirements for siting projects, increase private investment into local economies and create more jobs. Both await Gov. Larry Hogan&#8217;s signature.<\/p>\n<p>If HB 1039 is signed by the governor, community solar projects will be exempt from county or municipal corporation property tax if they:<\/p>\n<ul>\n<li>Provide at least 50% of energy for low-to-moderate-income customers at a cost that&#8217;s at least 20% less than the amount charged by the electric company that serves the area,\u00a0and are used for agrivoltaics or are installed on a rooftop, brownfield, landfill or clean fill.<\/li>\n<\/ul>\n<p>\u201cCommunity solar is a way to bring many more Marylanders into the clean energy economy who had previously been left behind,\u201d said Lynn Heller, founder and CEO of the Baltimore-based Climate Access Fund. \u201cIn order to mitigate the growing threats of climate change, we need more solar, more participation and more action from our elected officials. These bills help us achieve all three objectives.\u201d<\/p>\n<p>Maryland\u2019s Community Solar Pilot Program will help create capacity to meet the state\u2019s Renewable Portfolio Standards.
