The Adjustable Block Program with new, larger subsidies opened its waitlist in early December.<\/p>\n<p><strong>CPUC proposes highest solar fees in the nation<br \/>\n<\/strong><em>Sacramento, California<\/em><\/p>\n<p>On Dec. 13, the California Public Utilities Commission issued its\u00a0<a href=\"https:\/\/www.solarpowerworldonline.com\/2021\/12\/cpucs-proposed-nem-3-0-decision-includes-shift-to-net-billing-new-transition-credit-and-grid-use-charge\/\">proposed decision<\/a>\u00a0on the successor to the state\u2019s solar net-metering program.\u00a0The solar industry is lobbying against its proposal, which includes grid access fees and lower net-billing compensation.<\/p>\n<p><strong>Senate Finance Committee adds inverters, trackers to BBB manufacturing incentive list<br \/>\n<\/strong><em>Washington, D.C.<\/em><\/p>\n<p>The Senate Finance Committee released its\u00a0<a href=\"https:\/\/www.solarpowerworldonline.com\/2021\/12\/senate-finance-committee-adds-inverter-tracker-manufacturing-incentives\/\">draft version<\/a>\u00a0of the Build Back Better (BBB) Act on Dec. 11 and added domestic manufacturing incentives for inverters and trackers to the lineup. SEIA has been working to get those technologies included in the bill.<\/p>\n<p><strong>Build Back Better Act thrown into question after Manchin statement<br \/>\n<\/strong><em>Washington, D.C.<\/em><\/p>\n<p>The BBB Act requires the support of every Democrat in the Senate to pass, but Sen. Joe Manchin (D-WV) said on Dec. 19 that he <a href=\"https:\/\/www.manchin.senate.gov\/newsroom\/press-releases\/manchin-statement-on-build-back-better-act\">cannot vote to move forward<\/a> on the act. SEIA president and CEO Abigail Ross Hopper said that the organization still strongly believes that members of Congress will continue to press ahead.<\/p>\n<p><strong>President Biden orders 100% carbon-free electricity purchases for federal operations<br \/>\n<\/strong><em>Washington, D.C.<\/em><\/p>\n<p>On Dec. 8, President Joe Biden signed an\u00a0<a href=\"https:\/\/www.solarpowerworldonline.com\/2021\/12\/president-biden-orders-carbon-free-electricity-federal-operations-2030\/\">executive order<\/a> calling for 100% carbon-free electricity purchases across federal operations by 2030, with a longer-term goal of net-zero emissions from overall federal operations by 2050<strong>. <\/strong>The Center for Biological Diversity called the timeline weak and asked for faster action.<\/p>\n<p><strong>Biden signs Uyghur Forced Labor Prevention Act, which could further affect solar supply chain<br \/>\n<\/strong><em>Washington, D.C.<\/em><\/p>\n<p>President Biden <a href=\"https:\/\/www.solarpowerworldonline.com\/2021\/12\/biden-expected-to-sign-uyghur-forced-labor-prevention-act-which-could-further-affect-solar-supply-chain\/\">signed<\/a> the Uyghur Forced Labor Prevention Act, which bans all imports from Xinjiang, China, unless suppliers can prove the products were not made with forced labor.
