Clean Energy Technology Center found in its <a href=\"https:\/\/www.solarpowerworldonline.com\/2023\/01\/almost-every-state-took-some-solar-policy-action-in-2022\/\">2022 annual review<\/a> that 46 states plus Washington, D.C., took some action on solar policy last year. The greatest number of actions related to net-metering, community solar and residential fixed-charge increases.<\/p>\n<p><strong>The Center for Biological Diversity appeals California\u2019s NEM 3.0 decision<br \/>\n<\/strong><em>Sacramento, California<\/em><\/p>\n<p>The Center for Biological Diversity and two other environmental justice groups <a href=\"https:\/\/www.solarpowerworldonline.com\/2023\/01\/center-for-biological-diversity-appeals-cpuc-nem-3-0-decision\/\">appealed<\/a> the California Public Utilities Commission&#8217;s decision to significantly slash compensation to the state\u2019s rooftop solar customers in NEM 3.0. The appeal asks that the CPUC redo its analysis because it devalued rooftop solar based on flawed modeling that ignored net metering\u2019s benefits to environmental justice communities.<\/p>\n<p><strong>Earthjustice challenges MISO rule that restricts renewable ancillary services<br \/>\n<\/strong><em>Washington, D.C.<\/em><\/p>\n<p>Earthjustice <a href=\"https:\/\/www.solarpowerworldonline.com\/2023\/02\/earthjustice-challenges-miso-rule-renewable-ancillary-services\/\">filed a complaint<\/a> with the Federal Energy Regulatory Commission (FERC) on behalf of SEIA challenging a rule that prohibits renewables from providing ancillary services. The groups are asking FERC to order the Midcontinent Independent System Operator (MISO) to put a stop to its practice of explicitly prohibiting wind, solar and battery hybrid resources from providing additional grid-supportive services.<\/p>\n<p><strong>Minnesota legislature passes 100% Clean Energy bill<br \/>\n<\/strong><em>Saint Paul, Minnesota<\/em><\/p>\n<p>On February 3, the Minnesota State Senate passed the year&#8217;s <a href=\"https:\/\/www.solarpowerworldonline.com\/2023\/02\/minnesota-legislature-passes-100-percent-clean-energy-bill\/\">first 100% clean energy bill<\/a> and sent it\u00a0to Gov. Tim Walz\u2019s desk.
